To create a framework that participants can use to develop an aggregated communal retrofit LID design

Course Description:

Urban development has created stormwater management challenges for municipalities. Despite the proven success and benefits of low impact development (LID), there are still barriers preventing wide-scale implementation, particularly on private property in existing developments. The key barrier is that there is no business case to retrofitting using a lot-by-lot approach; in municipalities that have a stormwater utility fee and credit program for implementing stormwater controls, the payback period is still far to long to motivate private property retrofits.

This e-learning course will provide an overview of the rationale, potential benefits and implementation framework for communal LID retrofits. The course focuses on the technical aspects of communal retrofits for developing conceptual designs and it will cover:

  • Evaluating existing conditions and developing base plans.
  • Considerations on how to select design criteria for communal LID systems.
  • Considerations on how to select LIDs for the to best meet design criteria.
  • Optimizing the design for co-benefits of LID.
  • Modeling existing conditions, pre-development, and LID scenarios.

A communal retrofit case study will be used for providing examples of each step in the design process. There is no prerequisite for this training; however participants are encouraged to visit STEP’s communal retrofit page to learn more information.

Learning Objectives:

  1. Improve participant’s knowledge of the benefits provided by communal LID on private property and why it is needed to address post development stormwater challenges
  2. Participants will learn the key steps and considerations for designing conceptual communal stormwater management systems
  3. Participants will learn how stormwater systems could be optimized to improve the co-benefits of LID
